exactly, since they lived in poverty (slums) even before.

I say this happens mainly because the government is not making sure that people have a place to live and a job.

Appartments can be built, jobs can be created.
The problem is that the leaders don't care about poor people.

Maybe the government doesn't have the money for it, and especially in this crisis where 3rd world countries need even more money.
