I think he is a smart man who knows his game but still qite manipulitiv and holds russia away from democracy.

He improves life in Russia, so he is not evil, he lets people vote, so he is not a dictator, but he improves life in Russia to slow and is not selfless, therefore he is NO hero.

He doesnt belong here, and also doesnt belong to monument of heroes.
