I have the next candidates: Black_Cross, Alek, Zach or Stos.

If BC has more votes my vote goes to him, if Alek does my vote goes to him the same for Zach and Stos.

Not nessecarily the winner, i think he means he likes all of those canidates equally, and will vote for the one will the most votes toward the end so one of his chooses can get in.

Just as a example, why vote for Zach, if he has 1 vote, but you also like the canidate Black_Cross who is at 7? Obviously, Zach won't win in this situation, so your vote is useless, and you like them both equally, so why not vote for one you could actually support and help win.
