Trolling and spamming forums isn't really a big enough deal for this, quite frankly. Maybe if there was some kind of hall of shame for people who have been on World Republic then he could fit in. I don't think that would be a very good idea though.

I don't agree with either of the choices. I think a simple "No" would suffice. He's perfectly fine so no gulag, but if he's not worthy of it, than that puts him under the gulag stance, so it's really odd that you don't give another choice that just says neutral or no for people that don't support it at all.
