Basically, each state is awarded a certain amount of electoral college votes depending on the size of its populous.

the electoral college is a group of individuals sent to vote as representitives of their home states.

unfortunately its a horribly flawed system and often times the popular vote of the American people DOES NOT reflect the outcome of the election.

As for the Congress, there are two houses, the House of Representatives which is the lower house and the Senate which is the higher house. The House(of Representatives) is elected based population with each district in theory having an equally large populace. The Senate is elected based in States, there are two senators for every state regardless of the size of population of that state resulting in inaccurate representation of the people, for example some states Such as Montana have only Representative but have just as many Senators as California which has 39 Representatives.

Everybody's already explained the mechanisms. On the other hand, I find that it is more accurate to call it a plutocracy, rather than 'democracy'.
