Minimum Income in Austria is 700€ / 1120$ per month, wether you have a job or not. If you are unemployed, but keep looking for a job by going to governmental employment centers your 700 € is secure, by governmental help. If you fail to fulfill this qualification, your governmental backup money gets reduced monthly.

I think this is a fair system, for a capitalist nation.
