About the prevention of the ruling class launching nukes. Agreed, but can I trust you with that same power and responsibility? I know I can be trusted, but not everyone may think that. Same to him. Or with whoever becomes leader, or such.

that last part totally negates the first part
all else WILL fail so why tell people reform reform reform and then when people realize that isn't enough say
