If it's a communist or socialist power, I rejoice and run into the street to greet them and offer them gifts.

If it's a fascist/imperialist force or something else unfavorable, one of the following:

1. Turn my town and neighboring towns into a metaphorical Sierra Maestra and establish a base of support before we fight to liberate the country.

2. Join occupying military and try to start a mutiny so I can stage a Coup d'etat.

3. Flee country and either formulate some sort of plan to liberate, or if all else fails, live in exile.

It's too expensive
greenland and canada have oil but it's too deep to pay off.
ireland, fræreyjar and iceland all have oil it's just too expensive.
