As opposed to capitalism where the capitalists are the ruling class. You see, the state is an instrument of class domination. In capitalism it's a capitalist instrument, in socialism, it's an instrument of the workers. The socialist economy forces people to work or not get paid so everyone will have to become a worker. Then since there's only 1 class, there can't be a state, because there is no class domination. That's when a stateless society comes, but it can't be before class antagonisms are eliminated.
