That's laissez faire. It's not as convenient for capitalists, so they use the state for their benefit, as well as to keep the labour movement either peaceful or dead. So yes, it's a truly capitalist state.

Hitler said "we are socialists, we are enemies of today's capitalistic economic system"

The economy was Keynesian, that's why it had ample social programs. It's more socialist than anything.

Socialism implies workers owning the means of production and the elimination of social classes. Such a thing was not present in Germany so it was not socialist.
