Castro is a 'president' if you call fake elections as a real way of deciding a leader.

Regardless, Castro did an ingenious way of overcoming international embargoes, mainly cutting down on gasoline consumption and rooftop gardens.

What I meant by rooftop gardens was that it helped feed the urban population.
