Well, much of those peple were killed without Stalin's will. That time, the NKVD had orders to look for foreign spies, so they basically arrested innocent peple and sent them to Gulag. And the number of the victims was greatly exaggerated by the american propogandists. | |

From what I know, the assertions that Stalin's crimes were done by the NKVD without him knowing were fabrications made by Stalin's government for obvious propaganda reasons and as a pretext for purging his own secret police after the great purges. | |
